Planning Commission Description

  Purpose:  In order to make adequate provisions for the preparation of a Village Plan for the guidance, direction and control of the growth and development or the redevelopment of the Village and the contiguous territory not more than one and one-half (1 ½) miles beyond the corporate limits as now or hereafter established, and not within the corporate limits of any other municipality, a Planning Commission is hereby recreated under authority of an Act of the General Assembly of the State of Illinois, entitled “Illinois Municipal Code”, approved May 29, 1961, effective July 1, 1961, as amended.

  Members:  The Planning Commission shall consist of seven (7) members, citizens of the Village who have been such residents of the Village for more than (3) years last past, appointed by the President with the advice and consent of the Village Board, on the basis of their particular fitness for such duty on said Planning Commission.

  Term of Office:  Of the seven (7) members of the Planning Commission, three (3) shall serve for a term of three (3) years, two (2) shall serve for a term of two (2) years, and two (2) shall serve for a term of one year, or until their successors have been appointed and qualified.  Thereafter, such members shall serve for a term of three (3) years, with terms expiring at the first meeting in May of any year, as held by the Village Board.  Vacancies shall be filled by appointment for the unexpired term only.  All members shall serve without pay, except that the Village Board if it deems it advisable, may fix compensation, from time to time in accordance with appropriation made for that purpose.  Necessary expenses in connection with the Planning Commission and its functions, shall be paid by the Village Board.

  Powers and Duties:

(A)   To prepare and recommend to the Village Board a comprehensive plan for the present and future development or redevelopment of this Village and the contiguous unincorporated territory not more than one and one-half (1 ½) miles beyond the corporate limits of this village, as now or hereafter established, and not included within any other municipality.  Such plan may be adopted in whole or in part, or in separate geographic or functional parts, both of which, when adopted shall be the official comprehensive plan, or part thereof. Such plan shall be advisory, except as to such part thereof as has been implemented by the Trustees of the Village.  All requirements for public hearing, filing of notices of adoption with the Clerk shall be complied with as provided by law.  To provide for the health, safety, comfort and convenience of the inhabitants of this Village and contiguous territory, such plan shall establish reasonable standards of design for subdivisions and for re-subdivisions of unimproved land and or areas subject to redevelopment in respect to public improvement as herein defined and shall establish reasonable requirements governing the location, width, course, and surfacing of streets, highways, alleys, ways for public service facilities, curbs, gutters, sidewalks, street lights, parks, playgrounds, school grounds, size of lot to be used for residential purposes, storm water drainage, water supply and distribution, sanitary sewers collections and treatment and storm water drainage.  The requirements specified herein shall become regulatory only when adopted by ordinance.

(B)   To designate land suitable for annexation to the Village and to make recommendations for the zoning classification for such land upon annexation

(C)   To recommend to the Village Board, from time to time, such changes in the comprehensive plan, or any part thereof, as may be deemed necessary or advisable.

(D)   To prepare and recommend to the Village Board, from time to time, plans and/or recommendations for specific improvements in pursuance to the official comprehensive plan.

(E)    To give aid to the officials of this Village charged with the direction of projects for improvements embraced within the official plan, or parts thereof; to furnish assistance in the making of such improvements and generally to promote the realization of the official comprehensive plan.

(F)    To arrange and conduct any form or publicity relative to its activities for the general purpose of public information and understanding.

(G)   To cooperate with the Village and regional Planning Commission and other agencies or groups to further local planning programs and to assure harmonious and integrated planning for the area

To exercise such other powers germane to the powers and authority granted under authority of the Act of the General Assembly of the State of Illinois, entitled “Illinois Municipal Code”, as amended and as may be conferred on the Village.
